Senior Taxpayer Programs
On Thursday, February 18, 2010 at 1:00 PM, there will be a presentation at the Manchester Senior Center at 549 Middle Turnpike East. Director of Assessment & Collection John Rainaldi will review the tax assistance programs available to Manchester's senior citizens. This will include information on the Senior Homeowner's Program, the HELP Program, Veteran's programs, and various other programs that are offered to qualifying seniors. The Tax Bills for the Motor Vehicle Supplemental Grand List of October 1, 2008 will be mailed in late December. These bills cover vehicles registered after October 1, 2008 and cover a time period through September of 2009. Payments on the Supplemental Grand List are due by February 1, 2010. Anyone with questions concerning their Motor Vehicle Supplemental Tax Bill is asked to refer to the brochure enclosed in the envelope in which the tax bill was mailed, or call the Office of Assessment and Collection at 860-647-3016. In addition, taxpayers may visit the Office of Assessment & Collection during weekdays between the hours of 8:40 AM and 5:00 PM. The Office of Assessment & Collection will be open late, until 6:00 PM, on Monday, February 1, 2010.
The Office of Assessment and Collection also wants to remind residents that current tax payments for the second installment of Real Estate and Personal Property bills for the Grand List of October 1, 2008 are due by the February 1, 2010 deadline.
In addition to paying all current tax bills (motor vehicle supplemental, personal property second installments or real estate second installments) at Town Hall at either the Office of Assessment & Collection of the Citizen's Service Center, Manchester branches of New Alliance Bank and Enfield Savings are now accepting January payments only. Please bring your bill with you, as the bank has no tax information. You may also use the night drop box located behind Town Hall.
Taxpayers are reminded that they can also pay their tax payments online, click on "Online Bill Pay" on the left side of the screen (in the gray box), and you will be able to pay your bill either by E-check or credit card. Taxpayers will need their tax bill number to pay their taxes online with either e-check or credit card, so taxpayers are urged to have their tax bill in front of them when they log onto the web site to pay online. Convenience fees will apply to online payments.
The Town of Manchester and Webster Bank recently upgraded the online tax payment system that uses E-checks. This upgrade was done to provide more security and better customer service to our taxpayers. Some taxpayers who previously registered to pay online may need to re-register some or all of their data in order to comply with the new security requirements.

The Town implemented a revaluation for the October 1, 2006 grand list, phasing-in the new assessments over three years.
According to the phase-in plan, the difference between the previous and new assessment will be gradually implemented over the course of three years. For example, if a 2005 assessment of $100,000 is revalued to $160,000, then for the 2006 grand list (taxed in July 2007,) the new taxable assessment would be $120,000; the 2007 grand list assessment (taxed in July 2008) would be $140,000; the 2008 assessment (taxed in July 2009) would be the full $160,000.
The mission of the Assessor's Office is to accurately and fairly assess the value of all real estate, personal property and motor vehicles located in the Town of Manchester in accordance with Connecticut state law. The office also administers various exemption and abatement programs related to property taxes for veterans, low-income seniors and disabled.
